Would like it fixed up again so it’ll last a bit longer if possible. Would like it painted as well, can supply the correct paint (Dulux natural white low sheen acrylic)

Hey I have a false ceiling with an attic access but the false ceiling is about 30/40cm so I can't access deeper. There are two loose rail hooks that are causing rattling at night and am looking for someone with skill to come take a look and see about doing something (maybe wedging something to stop rattle). Also discuss insulation (likely just sliding it in, cannot remove false ceiling.
