Find an experienced handyman in Elwood

This is old building from 1936. The unit has a small bathroom window that’s been stuck for as long as I lived here. It might be painted shut, unclear. I’m looking for a handy person with the appropriate tools to open it, without damaging the frame too much, and hopefully without breaking the glass. Damaging the paint is okay. Not sure what’s a fair standard quote for the task, I’m willing to discuss the price.

New gate to be removed and put on truck/ taken away to be powder coated. Then returned and reinstalled. Powder coating included in costs here.

I require a chrome hand towel rail to be installed to a concrete wall tile in my laundry. Screws and plastic caps included but will require drill and other tools (if necessary) to complete the task.
