I have an upstairs balcony that is 18m square. I have recently removed the tiles from the balcony and the 19mm compressed cement sheets underneath are damaged. I would like to remove the old cement sheets and replace with new. The old sheets were not back blocked but your quote should include back blocking between the timber. No need for any caulking or waterproofing.
