This task is suitable for a licenced plumber who is agile or able to enter or fit into a quite small cupboard space under kitchen sink. Everything will be taken out of cupboard prior to task and on completion of task.

Inspect a hot water heater to determine if it needs to be replaced or it should be fixed. It is currently not working. The power supply has recently been tested a few months ago, when a number of internal cables were replaced. If it needs either, to then provide a quote for the repair or replacement. It is an Aquamax 80L - of unknown age, looks in good condition. When I rang the company on the sticker they said likely > 10 years old and may be better to just replace.
