Update I have now attached photos I have replacement washers already and I did try removing the taps with a tap wrench but they not come off as the tap socket looked a bit worn. However I am someone with zero plumbing and maintenance experience and was just googling answers until I gave up. The job is flexible and can be done whenever but I cannot do mornings , it is an apartment here but it is normally not too difficult to find a park directly outside (be mindful parking is metered and costs $8).
