Need to replace bathroom tap

I have tap washers in the bathroom that need changing, however the cold taps, one I can't unscrew the spindle, the other I can't get the tap's skirt off. Have the washers ready, just need a professional with better tools. Also require replacement spindle for hot water basin tap, it's a little hard to turn and now unscrews while trying to turn on.
