Need to fix worn out toilet washer

I have two Toilets that spit water when flushed which I’d like to stop. Photos are of one of the toilet with something by installed to try and fix it, attempted by another plumber (spitting reduced, but now doesn’t flush properly when you press the button). Recommendations so far is that spitting cannot be fixed without replacing the toilet bowl or plumbing in the wall. After a quote if you think you can fix it without replacing the toilet.

My toilet seat hinges have come loose, and I can't fix them as I don't have the specific tool to tighten - the fixings are not accessible from below. It is possible that the toilet seat can't be taken off - If so the seat might need to glued in with a silicon or equivalent - to keep in place. The other issue is a completely blocked bathroom basin - waste accessible.

2005 caddy recent purchase. Cold the clutch is perfect. Friction point low to floor pedal feels good, will loose pressure if hold clutch in as car warms up. When hot pedal loose pressure over time , comes back when pumped a few times and slips when hot only . Please quote with availability thanks

1) storm water drain to street is blocked with tree roots etc and needs to be electric eeled. 90mm pvc outlet, possible old clay pipes inside somewhere. less than 10m distance. 2) outdoor tap is dripping needs fix or replace 3) two downpipes are blocked with leaves and need clearing. Note one is not accessible so will need clearing via 3m pole
