My toilet tank isn't filling up with water. The supply valve doesn't seem to be allowing water in regardless of open or shut position, and water output appears muddy. Never had an issue. I turned off the valve as it was making a light hissing noise to stop the noise. When I tried to turn it back on to flush, no water supply and tank doesn't fill. Please provide a full quote.
