My washing machine cold water wall tap is leaking. Even after turning it fully off, water is still leaking slowly from the tap itself.

We need someone with handyman/plumbing experience to fix a leaking tap. The tap is leaking at the kitchen bench level, not below. Water is leaking onto the kitchen counter. It most likely needs tightening. Previous owner glued the tap to flexible hose to compensate the wrong hose size (the circled tap) now leaking. Need a creative solution / someone with experience to find a workaround.
