I need a new ceiling fan wall control

Ground floor - remove light and install ceiling fan with light. The light has its own switch. Level 1 - remove existing ceiling fan light and replace. Need a licensed electrician to complete the above tomorrow 22/2 or 28/2 or 1/3. I will supply ceiling fans from Bunnings. The square cover is on the ground floor. I’m unsure if this is a manhole, I have just moved in. But there is a manhole for upstairs.
