Single story home . Gutter cleaning needed

By coincidence, the broken tile I glued back together had an electrical wire squashed under it in the roof. This is very poor and dangerous practice. I need this wire relocated by an electrician because the tile could eventually cut through the plastic insulation and cause a fire or electrocute someone if they accidentally touch it. It's located at the corner where the water tank is.

Need to build a storage shed with similar size 6x5~ in my backyard. Waterproof and with concrete slab please.
