Venetian blind won’t stay up when I try to secure it at the top and the threads look messy.

My toilet seat (Armitage Shanks) has come loose because one of the top-fix hinges has come out of place. The plastic expansion plug is still in the hole (see photos), but the screw has come out / is missing. The seat currently can’t be secured. I’ve bought a new toilet seat if it needs it too! I’ve put this as the final image
