We have a loose toilet seat downstairs and it doesn’t look at simple as siliconing it because the holes are far too big for where the connecting bits go in. Please first advise what needs to be done

The metal has rotted to the point where there are holes in the the rusted areas. Along with fixing the rust, would like to get the whole door frame sanded, primed and repainted.
