This pipe runs through the external wall and under the driveway and is accessible at both ends. The pipe has nothing running through it currently, so all options are open to try unblocking it. I think it’s a Common 20mm size PVC tube that is used for this internal and external residential cables. A professional with the proper equipment and expertise in clearing pipes and drains is required to clear this obstruction, so that this pipe can be used as intended. In order to make sure the NBN guys can pull the cable across through the pipe later in the day, the job/ask is to clear this pipe completely, as well as run the rope through it from one end to the other.
