I have 2 toilets needing attention recently both have a problem in that the water keeps running One also has. Seat that moves so needs adjustment With one if you press the flush slightly it stops running

Need someone with the right tool and experience ( possibly plumber) to cut the collar off one earthenware terracotta pipe without cracking the pipe. Access is tight but not impossible Need done ASAP.
