Fix my shaky toilet seat. I have a new toilet seat if needed

Toilet cistern not stopping when re filled. Constant ongoing noise and water. Not a huge flow but like a slow leaking into cistern. I can stop it with a gentle tap but want cistern to work properly

We are looking for an experienced plumber who has worked with pools or spas. We need help locating a leak in a confined space, on level 2 of a high rise. Have done dye test and know general location, but we need advice on fixing and someone to do it. We are open 7am to 8pm daily and it is quite urgent. Happy to negotiate the final price with fixing.

The tap has a low pressure when pulling it to full. Noticed that the pressure is better when it is not used after a couple of days, but never maximum flow and returns to a limited flow eventually.
