Fix my shaky toilet seat. I have a new toilet seat if needed

Faucet needs repair it doesn't close all the way so the water doesn't stop running. Also the two Faucet handels are leaking water and maybe needs to be changed, we already have a new handle for the hot one so the only one needed is the cold handle.
