Toilet is not recessing the water and is overflowing

I moved into the house for 3 years plus now, did not use the auto-garden system, not sure if there is one before or not. Need someone to come in and inspect the rainwater tank to ensure it is good to use, currently full with grass on top. Need this back to work to garden reguarly to get the garden back to the best condition.

We don’t mind if some plaster needs to be removed to complete the job.

Our fridge is malfunctioning and needs to be fixed. Items in the lower half of the fridge constantly freeze. I cannot identify what is causing this. If I put a bottle of water in the bottom of the fridge it will completely freeze. Even if I increase the temperature of the fridge and decrease the temperature of the freezer it's still happens.
