I have a replacement kitchen sink mixer tap but I cannot get the old one out as the under sink nut/collar holding it on won't budge. Toilet is not flushing properly

Blocked toilet , standard agitation with rubber agitator does not help. Seems that blockage is between toilet bawl and house sewer line. Sewer line works for draining shower/ bathtub / kitchen etc

Toilet cistern won’t stop running. I opened the lid and discovered the internal plastic mechanism (fill/inlet valve) is broken and loose. The water kept running and wouldn't stop, so I’ve turned off the water supply at the tap for now to prevent overflow.
