The clothesline is a wall-mounted folding type, attached to a brick wall with screws and wall plugs. It's sagging due to loose or failing fixings. You'll to supply new screws and wall plugs to secure it properly. Also, there's a never used hole to drill a second screen in to brick with a screw sleeve at the top, ideally drill and fasten that one up too. Nb. The clothes line itself is not broken and is fine.
