Bosch dishwasher diagnosis and repair. The upper rotating spray arm is not rotating and the detergent dispenser has powder remaining in it after wash. The upper rotation arm is getting water throughput however I suspect the pressure is not enough hence its not rotating an the detergent is being left in the dispenser.
