Toilet looks like partially blocked. Drains really slow and sometimes I need to flush it 4x to clear a small bit of toilet paper. Ive tried using dishwashing soap. But not a plunger as I do not have one plus not confident a plunger will fix it

Hello - our shower, floor and sink waste in our main bathroom have backed up. We've tried plunging but with no luck. Kitchen, laundry and ensuite wastes drain fine, so it is localised to our shower/floor waste somewhere. Would someone be able to come out and fix this for us? We're in a 1st floor 1970s apartment.
