This could be because it was originally painted incorrectly, without the correct sealants etc., suitable for a steamy bathroom. I’m looking for someone to clean my living room ceiling. It seems like the previous tenant tried to clean it but instead just pushed the dust around a bit & didn’t clean it properly! (See photo.)
