lights arent working but power is still on

Three electrical points required in our office. Located on Level 4 of a 10 level building.

Melbourne CBD Warehouse apartment conversion Loss of power to power points and for hot water. Lighting is ok. This occured following the heavy rain earlier in the week and some water entered the apartment. The switches don't appear to be tripped. Unsure if this affects the levels below or only level 2 (top).

Fix the cable and replace a new light

Have 3x down lights to be replaced and 1x flush ceiling light. Replacements all provided already and are to be installed in the same positions as current lights, just updating old fixtures.
