I have a sagging plasterboard ceiling that needs repairing

Balcony Balustrade loose, Mullavey place, Werribee. The balustrade on the long side of the balcony is found to be loose ( see photo ) which may pose a safety risk. Repairs should focus on securing the balustrade firmly to prevent any further loosening. I am looking for some one who can fix this and who is very familiar in this job. I have not seen the issue in person since I live one and half hour far from Werribee,( neither has a clear photo) Photo and above details are from the safety inspection report.
