its a bathroom internal door in an office - the door has cracked on the wood by one of the set of hinges - the door needs replacing, refitting and painting

Bathroom door hinge has seized because it's rusted. Both hinges on the door need to be replaced. I have not been able to remove them as the screws have been painted over and I don't have suitable tools. Job is to remove the hinges, fit new hinges and rehang the door. Door and frame are wood.
