I need to setup my brand new bought pc, but I don’t know how to wire it

I'm looking for an experienced gaming PC technician to diagnose a desktop PC with an EVGA RTX 3080 FTW3 that has suddenly stopped working. The Issue The RTX 3080 suddenly lost display while gaming. Both monitors lost signal, and the GPU no longer initialises correctly after restarting. Motherboard VGA warning light; previously showed Windows Device Manager Code 45. PC works using Intel i9-10900K integrated graphics. Corsair RM850x PSU. GPU has already been reseated, another PCIe slot tried, PCIe power connections swapped and CMOS cleared. What I Need Someone who can systematically identify the root cause, rather than guessing or recommending unnecessary replacement parts. Ideally, you're experienced with: OCCT, HWiNFO and other hardware diagnostic tools. Testing GPUs, PSUs and system stability. Cross-testing graphics cards and power supplies using known-working components. Investigating PCIe, motherboard and GPU power-delivery faults. Checking the RTX 3080 FTW3 dual BIOS where relevant. Expected outcome: Identify the fault, supported by diagnostic test results. Explain which tests were performed and their findings. Recommend the appropriate repair or replacement parts. Provide an estimated repair cost. Diagnosis only initially. No repairs, parts orders, GPU disassembly or board-level work without prior approval. I'm happy to travel to your location and bring the PC to you for testing.

Test and configure a new motherboard with existing parts and complete the rig.

I have had a PC delivered. It's booting up, the components seem to be working, but I am getting no feedback to my screen. The keyboard and mouse don't seem to be receiving power either. I'm not sure if it's a mobo issue. I have tried a CMOS clear, trying the ram in different slots after rebooting. But I still receive the error 55 on the board. Happy to answer questions.
