I live in a 2-bedroom apartment built in 90s. The shower in one bathroom makes hammer noise from the pipe when used. Shower in the other bathroom is fine. A few other units in the same building also complain the same issue to the building management. Though not on the public property, the building manager consults with plumber. The plumber's opinion (without on-site inspection) is washer needs to be replaced.
