I am renting an apartment near train tracks. I’d like someone with experience in sound proofing windows to sound proof my windows.

I have a item that needs to be mounted to a wall on two brackets. The wall is solid concrete inside an apartment. The brackets and plugs and screws are all provided. It's only a small job but needs to be done correctly and I just don't have the skillset or tools to do it.

The desk was picked up by the legs instead of the base and the screws are now loose. The holes need to be filled and re-screwed
