Just need help installing curtain rod brackets to the roof of window frame. There’s a layer of plaster board before the concrete, so would need to be able to drill a hole into concrete too. I have all of the curtain equipment I just don’t know how to make it stay on roof

I have a small dog and grandkids and the new houseboat I have moved to has gaps in the deck rails and on the sides of the decks that I would like filled in with netting and or that hard clear plastic so I dont loose the view and its not so noticeable.
