I need 1) to fix to wall a wall-mounted cabinet unit. 2) to install on laundry wall a dryer.

On very windy days and whenever I stay in the room on second floor, I can hear loud vibrational noise and some ticking noise somewhere behind the wall. This morning I just climbed up with a ladder to see whats causing the noise and I noticed there are three triangle cutouts on the end pipe. I also noticed there are loose metal sheets and I have uploaded the video showing the movement below.
