LED lights flashing, possibly needs new switch

We are converting an upstairs kitchen to a bedroom and have two sockets which we need moving from halfway up the wall down to the bottom. One can move directly down, the other will need to move across and down.

I need two double outside electrical plug sockets fitted at the rear garden patio. Electricity already supplied via armed cable and box sockets, wired to the mains in the house. To be attached to either brick or railway sleepers. More armed cable may be required by the trader.
