Plumber on behalf of Sydney water came to fix the issue twice (changed the washer) however after a few weeks the shower head starts to leak again. I bought a toilet tap cock. Had trouble attaching it. Also discovered a slow leak from what think is a toilet seal.

all the bathroom's water seems to pass slowly. It could be partially blocked at a point after all pipes are connected. It is worse while all toilets, washing machines or showers are in use.

3 drawers cannot go into place as photo shows, and the toilet cannot flush (water accumulates very slowly and only enough to flush once per day)
