Broken chain on indoor blind

I need someone experienced with roller blind repairs to fix a window blind that won’t roll up anymore. The chain mechanism appears to be broken and the blind is stuck down. Photos attached. It may need the chain/clutch mechanism repaired or reattached. The outdoor blind system is not working properly. The remote does not connect to blinds, so blinds are stuck in a place. The cloth on the blind is torn from sides and ripping off. The blinds do not close properly and keep moving up and down. The blinds were installed 2 years ago.
