Right outlet (my property): Replace the broken/blocked section of the in-ground stormwater pipe. Install a new metal kerb adapter, connected to the newly replaced stormwater pipe. From the downpipe to the kerb is about 10 metres. I believe the parts towards the discharge point are broken/blocked by tree roots. As long as the broken part is replaced, it doesn't need to replace the whole pipe.

remove water tank, and reconnect down pipe

Swap the positions of the two water taps and fix the leaking part.
