Install angle stop valves under bathroom vanity

Cut two horizontal 1/2” rigid copper(?) water supply pipes (so they stub out) under a bathroom vanity and install angle stop valves (push-fit type, compression type, or whatever will work best) on the stubs. I need this done so I can put on flexible supply lines up to a new mixer. There is a main supply shutoff value in the bathroom to make things easier. If this work must by law be done by a licences tradesperson, then I need someone with a current licence (plumber?) Due date: Flexible, Ideally in August 2023
