Paint on ceiling has discoloured after water damage

Needing someone to spray paint my fence. Approx 8 metres and only one side shown in picture. Preferably someone with experience.

Black marks appeared on bathroom walls need to be removed. Not too bad ;only in a couple of places.

Looking to have the walls painted, the bottom of the second level painted or sprayed (whichever works) Don’t need the second level done. We will provide paint.
