Find a local Windows installation helper in NSW

My computer has just started not posting or going dead on the home screen. It's a gaming PC and is currently running on windows 10. Id like someone to come out and check if it is a hardware or software issue and if it can be fixed, maybe also updating to windows 11.

Desktop won’t boot into windows. Sometimes Repairing loop. Sometimes just black screen. Needs a full re install of windows (have licences) and ensuring can correctly boot

My computer is advising me to upgrade from Windows 10 to Windows 11 before mid October. However, it is an older model and says it doesn't meet the requirements. I only bought it less than a 1 year ago. The seller advised me to follow the prompts on a video on YouTube titled: "Effortless Windows 11 Install on ANY PC: Ultimate Upgrade Assistant Guide" I have tried to watch it, but it sounds difficult to me, I am not tech savvy. I am not sure if I should buy a new computer (nothing wrong with this one) or try to install the Windows 11 if someone could assist me. I'd like an opinion from someone who knows about computers.

I have purchased my office laptop, but it still has the corporate Windows platform. They have provided me with the BIOS password for replacing the OS. However, I prefer to seek the assistance of someone who is doing this regularly.

Is it possible to install windows on my new HP chrome book ? If so, can someone do it for me lol From what i have read, you can install parallels ? but i am not tech savvy. So if anyone is in IT and can confidently do this, please let me know HP chrome book nb0009TU 15.6inch
