What do plumbing services include?

I have one toilet in my apartment that the whole unit needs to be replaced potentially some of the pipeline as well. Currently the toilet is not flushing well and has a leak at the connection to the outlet pipe. There looks to be some rust on the pipe as well possibly from the leaking. I currently have a single garden tap in my front yard, and I would like someone to supply and install an additional garden tap (so there will be two taps - one for hose and one for sprinkler system). The existing "double tap" thing doesn't work very well anymore - leaks and is hard to use. You will need to supply 1 garden tap, similar to the current one, and any necessary connectors.
