Toilet cistern running, need fixed

(I place this task before but I had to go overseas) At the back of the house, there is a water tap. I'm looking to extend this water line to the first floor (balcony). At the moment, I've temporarily used a hose by splitting the tap, but I'd like a more permanent and proper solution. Ultimately, I want to have a water tap on the balcony and still retain the one downstairs. In regards the toilet, the last 2 pictures shows is not the traditional toilet with the tank outside - Due date: Flexible - Due date: Flexible
