Issue: * Toilet constantly makes a refill/hissing sound. * Cistern does not refill properly, so the toilet only flushes weakly. * Lifting the float arm stops the water flow. * Water appears to be leaking from underneath the blue cap of the fill valve inside the cistern. * Based on inspection, the fill valve appears to have failed internally and likely needs repair or replacement. The toilet is currently usable only with a weak flush due to the low water level in the cistern. Please quote including labour and any replacement parts if required.
