My drill bits aren’t quite right and I don’t have time to try and trouble shoot Looking for 3 drainage holes in each pot so can use them. None are the right size for plastic pots to go inside

I have moved to a new place and tried putting up a shelf but couldn’t even drill into the wall enough to get a wall plug in. I know how to deal with drywall but my new brick wall confounds me. I am looking for an experienced handyman to talk me through the process to drilling and putting up a shelf into a brick wall. I have the drill, drill bits, wall plugs etc but I’m not sure what I’m doing wrong. Price is per hour for your expertise and knowledge.

We had part of the plaster wall removed to fix some cables. Now needed someone to install the removed piece in position, plaster the affected area and repaint using SAME COLOR. You need to supply both labor and materials.
