The person should be 1) strong and have experience of digging out topsoil 2) reliable 3) must have multiple good reviews or reviews from other websites 4) must provide a fair price It will probably take about 3 hours of digging and levelling which will involve removing the top 2 inches of soil with a spade and loading into sacks, laying down fresh soil using a piece of wood/fork/rake to compact and level the ground and measuring with a spirit level to make sure it's even.
