Fitting skirting boards in living room

New flooring fitted so would like the floor to skirting board jpint to be silicones. Have aging silicone in bathrooms and around window frames that i would like replaced

Install custom/boxing type skirting board covers along walls to conceal existing pipework that protrudes approximately 35 mm from the wall, ensuring a neat, flush finish with the floor and walls & boxing some pipes running along ceiling.
