My toilet seat is broken. I have ordered a new seat but one of the hinge cap is loose. I wanted to tighten up the screw. But the steel round cap Is heavily stuck with its rubber and not coming off. Can anyone got any tools to remove that steel cap from the rubber?

I want to replace my toilet seat (only the lid) as it is broken. But I am unable to unscrew the hinges which is under the seat, as I do not have proper equipments. I need someone who can help me unscrew these hinges. I will buy a new toilet seat as per the measurement and replace it myself.
