Painting a wall and inside of a carport

I have two terracotta Verandahs (total area 27m2) which have a milky discoloration after applying Bunnings natural solvent sealer and then trying to clear by applying thinning and cleaning water based solvent, which did not work. Need a handyman with experience to solve the problem, maybe by stripping and re-sealing?? Unsure of budget
