2x manual roller shutter cables broken

i believe the roller shutter cables have snapped for both devices

From the day we moved into the house this section of the floor has been raised like a hump - refer pictures. Anyone have any ideas on how to nail it to the ground so it’s flat?

I have 6 holes like the picture that I want patched. I’ve been told it’s better to fill with plaster and then seal. Let me know what you think
