Exsisting fan not working

I need an registered electrician to come and 1.install two new powerpoints in my upstairs study nook 2 walls area. Each powerpoint looks like this. (See attached pictures). 2.I will also need one powerpoints installed outside in my backyard. (Please see the pic attached). 3. Change the Downlight to a new one (we will provide the downlight) it’s above the stairs and we simply can’t get to it.
