The paint is starting to flake off in one area (see images), but the rest of it seems to be intact. The house was built in 1993, so as far as I know there is no asbestos, though I have not had this verified.

I have the wallpaper and I need someone to stick it neatly on the wall. Currently the wall is painted so not sure if paint has to rubbed off or not before starting wallpaper so paint color is not reflected from inside the wallpaper. Need suggestion on this. There is one room which is painted in Pink color, I want this room to be painted with the color as shown in the attached pictures.

To cover up textured walls - could be plastered/skimned or covered in wood then panelling then painted.
