Need bathroom tap to be replaced

I have pipes that need removed and (if possible), run through concrete floor to waste outside. Price is for the whole job. Plan is to put a capsule shower in, the waste needs to be lower than picture. I’ve had a few plumbers just not show up or have and quoted and then they haven’t responded to me. Keen to get this done. If can’t be achieved then will just need the pipes cut back/ removed. Thanks
