Repair leaking join on pipe on skew trap toilet

The rubber seal surrounding the join where the outlet pipe on a skew trap toilet joins the external leading pipe is leaking. It appears to be made of rubber and moulded to the join and possibly held in place with a hose clamp. I did a very quick attempt at fixing it with Flex tape but needs something longer lasting.
